有關:鐵路關注組呼籲在地底興建地鐵,確保南區人口及生態持續發展
自政府於2007年正式通過興建南區地鐵(東段),港鐵公司於2008年3月至5月間在南區多處進行公眾諮詢大會,向南區居民搜集意見。

就有關南港島線興建事宜,多個南區屋苑曾先發性向其屋苑發出問卷調查及簽名行動搜集意見。經綜合意見後,本區居民均認為「架空鐵路」的設計嚴重影響整個社區環境規劃,破壞南區優美寧靜的居住環境。故有關居民代表曾多次去信港鐵公司及召開會議商討;亦曾與南區地鐵專責小組成員召開會議商討有關上述基建;最近亦會見了運輸及房屋局局長鄭汝華女士。另有居民亦曾向相關部門提交以淺層隧道的設計興建鐵路,奈何至現時為止,該部門仍未有正面回覆其可行性。

南區居民更憂慮:“我們對於政府取消漁人碼頭的發展計劃, 並以較少的預算進行美化香港仔海濱長廊及鴨脷洲大街等設施作為補償, 實在非常失望。而港鐵南港島線的架空路軌將會更進一步破壞我們的居住環境, 嚴重影響鴨脷洲、香港仔、黃竹坑等居民。”

對於興建南區地鐵(東段),南區居民對此表示非常歡迎,並深切希望南港島線能早日通車、方便南區居民。惟對其提出的初步方案,我們亦深表關注。我們要求「以隧道形式興建南港島線」,反對「架空鐵路」的模式。原因如下:
1) 可持續發展
在一九九九年施政報告提及我們需要「可持續發展」,使香港成為一個整潔而舒適的美好家園,並維持香港的競爭優勢和國際城市地位。「可持續發展」的其中一個定義就是要「在滿足我們自己各種需要與期望的同時,不損害子孫後代的福祉」。
「高架鐡路」剛剛和「可持續發展」背道而馳。

2) 影響旅遊規劃:
南區已計劃多項發展計劃,並將以旅遊發展為南區之主軸,由黃竹坑至香港仔均有不同旅遊景點。架空鐵路方案破壞景觀和造成噪音,將會對旅遊發展造成不良影響及長遠整體規劃。

3) 影響香港仔黃竹坑發展:
當政府取消漁人碼頭發展計劃後, 許多酒店興建計劃亦因此擱置或取消, 阻礙黃竹坑工業區的轉型。加上架空路軌所佔用的地面空間,完全未有顧及人口發展,浪費在明渠上建造道路的機會,現有之道路未能應付日後人流增長,若只依賴黃竹坑道,恐日後往來香港仔隧道比現時更擠塞,若以隧道興建鐵路,路面空間更多,便能舒緩黃竹坑路的擠塞。

4) 不便居民使用:
黃竹坑站擬設於黃竹坑邨舊址,令深灣居民(如雅濤閣、南濤閣)需要步行很長時間才能乘搭港鐵。若以隧道方式興建,將能在地底連接深灣屋苑,方便居民使用。

5) 破壞景觀:
南港島線以架空模式興建,猶如「火龍」般由海洋公園開始劃破黃竹坑,並伸延至鴨脷洲。南區現正大力發展旅遊項目,日後每兩、三分鐘便有列車在架空路段經過,對南區景觀造成極大破壞!而隧道方案則可保存南區美景。

6) 造成震盪:
參考其他鐵路沿線發展的經驗,列車經過時會產生強烈震盪,影響附近居民日常生活,尤以漁安苑為甚;而隧道與地面距離至少有3.5米,隧道方案便可避免這些影響。

7) 忽視環保:
架空鐵路將需要大量砍伐樹木,使空氣質素變差。該處亦有不同雀鳥棲生,砍伐樹木將破壞生態環境。架空鐵路亦會影響部份地區日光照射。以上各項可見架空鐵路不能與區內自然環境配合,隧道方案可令南區環境得以保育。

8) 影響安寧:
架空鐵路模式勢必構成噪音滋擾,嚴重影響南區素有安寧。隧道方案可解決此問題。
「架空鐵路」設計方案無疑對環境及南區整體規劃深遠影響。希望港鐵公司不是只考慮建築成本,而是著重環境及居民的需求,慎重考慮以隧道形式方案興建鐵路。

Residents want the South Island Line under ground

Residents support the new MTR line, but are increasing their pressure to put the South Island Line under ground. Today they launched a signature campaign, and released images showing how the MTR viaduct will impact the environment from Aberdeen Tunnel to Ap Lei Chau.

The residents also propose to revitalize the Heung Yip river which connects Ocean Park to Aberdeen Harbour. Putting the MTR underground will allow Heung Yip road to become a vibrant, active and green corridor between the two key destinations for residents and visitors.

‘We are upset with the review of Fisherman’s Wharf and the smaller budget for enhancement of our area. An elevated rail line will further damage the living environment in Ap Lei Chau, Aberdeen, Wong Chuk Hang and Shouson Hill’, residents explained.

The MTR completed its public consultation program on the preliminary design in May 2008. However, residents learned that the funding scheme is the obstacle for putting the rail underground.

Putting the MTR underground will cost an additional HK$2bln. Currently, the South Island Line is to be paid from the redevelopment of Wong Chuk Hang Estate and fare revenues. The additional cost would require a Government subsidy in addition to the land grant, especially given the downturn in the property markets. Alternatively, Government needs to provide a subsidy for the entire project and sell the developments on Wong Chuk Hang Estate via the land sales application system.

Different housing estates in the Southern District have conducted surveys to collect residents’ views. All residents want the MTR line, and most residents agree that an elevated railway seriously destroys the green character of the Southern District.

The resident groups are now organizing signature campaigns to demonstrate that residents are willing to wait for the new rail in a tunnel, which the MTR claims would take 3 years longer to complete.

The residents pointed out that the elevate MTR is not only bad planning but that it will also destroy the habitat of 750 roosting egrets.

Residents of the Southern District urge that the South Island Line (East) be constructed as an underground railway rather than a high-level railway for several reasons:
1. Sustainable Development
It is stated in the 1999 Policy Address that Sustainable Development is vital to maintain Hong Kong’s competitive edge and status as a world city. The essence of Sustainable Development is that any development will not be undertaken at the expense of the benefits of our next generation.

2. Adverse Effects on the Planned Tourism Projects
A HK$200m enhancement of Aberdeen Harbour has been scheduled. An elevated railway will not only ruin the beautiful coastline and generate noise, but also have adverse effects on the planned upgrade of Aberdeen Harbour.

3. The development of Wong Chuk Hang
Wong Chuk Hang is a blighted area with old factories. Many of the hotel conversion sites have lapsed. Wong Chuk Hang Road is a high capacity vehicular corridor with fly-overs. The only opportunity to create a quality living environment is by revitalizing the Heung Yip river with the MTR under ground. Running an elevated rail through the nullah will FOREVER destroy this opportunity and limit the development value of properties along Heung Yip Road.

4. Inconvenient for the Residents to Use
The proposed Wong Chuk Hang Station will be situated in the former Wong Chuk Hang Estate. Residents living in Deep Bay (e.g. Broadview Court and South Wave Court) need to walk a long way to the Station. If the Railway is built under ground, subways can also be built to connect to the buildings in Deep Bay.

5. Destroy the Beautiful Scenery
An elevated railway running through from Shouson Hill and Ocean Park, through Wong Chuk Hang, Aberdeen and Ap Lei Chau is like a knife cutting off the beautiful mountain scenery and coastline. This is out of line with the green character of the entire south island district, including Ocean Park.

6. Causing Vibrations
The train operations will cause vibrations that affect the daily lives of residents (especially in Yue On Court). An underground railway can solve this problem since the tunnel will be at least 3.5m below ground level.

7. A blight on the environment
An elevated railway requires tree felling and once completed will have a negative impact on visual corridors, air quality, sun light and the ecosystem. An underground railway is the only appropriate solution.

8. Noise Pollution
An elevated railway will generate much noise pollution, and a fully encased viaduct will further violate the beauty and opportunity for creating a ‘beautiful Hong Kong.’
The residents call on the Government to agree an alternative financing arrangement for the South Island Line constructed as an underground railway instead of an elevated railway.
